The juvenile prison in Paraguay, as it exists at present is solely a punishment without any intent for rehabilitation, an arbitrary imposition which does not seek to teach any norm. Its sole objective is that the prisoner suffer, feel bad, and experience humiliation. There is nothing but retaliation.
Precocious prisoners serve no other purpose than to satisfy a social group's longing for revenge, a group who must exorcise its most profound demons so it can sleep a little bit more reassured every night. Because society is fearful. And very rancorous. But seldom does it direct its vindictive urge towards the ones who cause its wrongs. Most of the time it carries out sadistic vindictive exercises on the weakest of all, those who can not answer back.
According to its list, in the month of May 1997 there were 255 adolescents locked up in Panchito López, ranging from ages 14 through 19.
