Noi Volkov è nato nel 1947, Agapovka, Russia. Si è laureato da Odessa Grekov Art College nel 1967 con laurea in belle arti e dall'Università di Mukchina di Leningrado nel 1973 con master in ceramica e d'arte. Egli è stato residente in Maryland, USA, dal 1990
